1. No, it doesn't allow to import initial data from other system. You should consider using Data import/export framework for that. However, you can maintain a golden configuration template that has your default data, master data & reference data. You can use this to seed any of your new implementation.
2. It seems you are not correctly provisioned within the RapidStart. You should get provisioned quickly in most cases - please check with your admin user to verify if your Microsoft ID (formerly Live ID ) account have access to the RapidStart organization which you are trying to access. You can work with MS support if you need someone to help you out. If you provide more details in a separate thread, then I can try providing some guidance.
